About institute

Institute of Smart Cities Comparative Studies (ISCCS) was established in 2018 by a group of scientists and practitioners interested in developing of Smart Cities.

We see a huge potential of improving the quality of life of citizens as a result of implementation of smart technologies. At the same time, it is obvious that digitalization in the large-scale format, which is imposed by large manufacturers of technologies and equipment, carries significant risks for each citizen.

Our task is to contribute to an objective understanding of the phenomenon of Smart Cities, which are creating and developing based on the interests and priorities of man and his family.

Efim N. Kaunov

President

Born in 1990 in the family of professors.

In 2010 he began his career in one of the leading construction companies of the Krasnoyarsk region, specializing in the design and construction of energy infrastructure.

From 2012 to 2016 he held senior positions in a number of commercial organizations in the production and construction sector. In 2016-2018 he took part in analytical activities in the field of foreign investments in the projects of the Russian economy.

Since 2016 he has been actively involved in research on public administration issues in the era of the 4th industrial revolution at the Department of public administration of MGIMO University.

Dr. Sergei G. Kamolov

Academic supervisor

PhD in economics, professor

Born in Moscow in 1973 in the family of an Army officer.

Graduated with Honour from the faculty of International Economic Relations of the Moscow State Institute of International Relations in 1995. Holds PhD in International Economics since 1998 (research supervisor — Honoured Scientist of the Russian Federation, professor, Dr. Liventsev N.N.).

From 1994 to 2010 he made his career in international banking from a trainee at Neftechimbank to the CEO of a municipal Odinbank. Followed training at Chase Manhattan Bank in NY in 1999, worked in project finance for Credit Agricole Indosuez in Paris in 2001.

Dr. Kamolov worked over 10 years as executive public servant in Russia managing investors relations, finance and auditing. 2003–2009 — first vice mayor of the Odintsovo municipality, 2011–2013 — first vice minister of ITC of the Moscow Region, 2013–2014 — first vice prime minister of Penza Region, 2014–2015 — head of inspectorate for Industry, Space and IT of the Accounts Chamber of the Russian Federation.

Associate Professor in Economics and Finance since 2010. From 2012 lectures at Faculty of Public Administration of MGIMO University the following courses: Theory of Management, Strategic Management, Conflictology in Management, Innovations Management and IT in Public Management.

Pietro A. Doran

President of Dream Global Partners and managing Director of First Rock Associates (Asia) Ltd. - real estate investment management company in Hong Kong, specialized in real estate markets in North-East Asia.

Pietro played an important role in the introduction of modern real estate practices and methodologies for assessing profitability in the Korean market. Arriving in Korea in 1993 immediately after he received a master's degree in real estate from MIT, Pietro founded the first consulting firm in Korea in collaboration with the John Buck Company ("JBC"), well-known in the development and management of real estate in Chicago. JBC was later acquired by the Morgan Stanley real estate Fund ("MSREF") and renamed into Morgan Stanley Properties ("MSP"), the first foreign investment management company to manage private equity investments in Korea. During Pietro's tenure as MSP CEO, MSREF acquired assets worth more than $ 1 billion.

Since 2003, Pietro is the co-founder of the Gale International project to create the world's first "Smart City" Songdo. Over the past 15 years, Songdo has grown to become a vibrant global hub of trade, medical, biomedical and Internet technologies, thereby revolutionizing Asia's approach to large-scale urban planning, financing and development.

Subsequently, Pietro founded Doran Capital Partners ("DCP") as the first private real estate investment management company in Korea and today is developing the DREAM CHAIN GLOBAL PARTNERS project aimed at the application of blockchain technologies in the field of real estate management around the world.

Kirill S. Teteryatnikov

PhD in law

Member of the Board of JSC "Institute of research and expertise of Vnesheconombank", General Director of LLC "Group of independent consultants".

Well-known Russian economist, international expert on public and corporate governance, development of Russian business abroad (Western Europe and the Balkans, Southeast Asia) and foreign business in Russia.

From 2000 to 2016 he consulted the boards of Directors and the Board of PLC VTB Bank, PLC Bank of Moscow, PLC "Gazprom", PLC "NK "Rosneft", PLC "Russian Railways", PLC "UAC", PLC "Sovcomflot", PLC "Promsvyazbank", PLC "Svyazinvest", Ernst&Young, Accenture, BDO.

Since 2017, he has been working in the Vnesheconombank system, at the same time acting as an independent expert on international projects in Russia and abroad.

Member of the Board of Directors of ITKOR (Russia's leading scientific, educational and research center in the field of logistics) (since 2013). He gained national public award "Manager of the year" in 2012 and 2014 (in banking and strategic consulting), national award "Golden pen" for scientific and practical publications in the field of banking management and international business development (2015). Academician of the International Academy of management (2015), Member of the Board of the Free economic society (2015), member of the coordination Council of the international Union of economists (2015), moderator of the international discussion club "Pragmatic economy" (2016). Member of the editorial boards of "Financial life" (2013) and "World economy" (2016). Visiting Professor, courses of improvement of qualification of the managerial staff of the Government of the Moscow region (2017). Member of the state examination Commission of MGIMO University (2017).

Kirill Y. Ratnikov

PhD in law

According to the international rankings of the best lawyers "has a reputation as one of the few real experts in the field of PPP and is a prominent expert who participated in a number of major PPP projects in Russia and CIS countries".

For more than 10 years he has been working in international law firms such as Cleary, Gottlieb, Steen&Hamilton, Coudert Brothers and Freshfields Bruckhaus Deringer. For 8 years he has been a partner of international law firms CMS Cameron McKenna and Egorov Puginsky Afanasiev & partners, where he led the international practice of PPP and the practice of mergers and acquisitions.

He participated in infrastructure and PPP projects on the total amount of more than $ 50 billion, including such sectors as toll roads, airports, ports, bridges, hydroelectric power plants, wind and solar power plants, factories, infrastructure clusters, integrated development of territories, the development of Siberia and the Far East.

One of the developers of the Federal law "On concession agreements", he is member of the Committee on PPP at the Chamber of Commerce and Industry of the Russian Federation, expert council on PPP and infrastructure of the State Duma and the Russian Union of Industrialists and Entrepreneurs (RSPP), provides expert support for the development of legislation on project financing in the CIS.

Member of the Business Advisory Board on PPP of the UN economic Commission for Europe (UNECE Business Advisory Board) from Russia, member of the Association of independent Directors, and independent Director of Moskommertsbank (a subsidiary of the Russian Bank Kazkommertsbank).

Author of "New method of privatization and the sale of shares of Russian companies and banks abroad: American and Global Depository receipts" (two editions), co-author of a textbook on corporate governance issued under the auspices of the World Bank, the author and co-author of about 20 articles in various professional journals, including the Parker School Journal of East European Law (Columbia University), North Carolina Journal of International Law and Commercial Regulation, Corporate Governance Review, "Moscow journal of international law", "Mergers and acquisitions", "securities Market" and other.

Recognition and awards:
He was noted in the ratings of "first tier" on PPP and infrastructure and for his work in Kazakhstan and the CIS, took high position in the ratings of leading lawyers in corporate law, construction and project finance, natural resources and energy. Awarded the award of the British magazine World Finance as "Best lawyer in Russia" 2013.
